Public Hearing on the “Principles of ERC Solar for Citizens”

Electricity procurement from solar rooftop projects for the residential sector, in accordance with the resolution of the National Energy Policy Council meeting No. 1/2026 (No. 175) on April 29, 2026.

The National Energy Policy Council (NEPC) passed a resolution on April 29, 2026, approving guidelines to promote the generation of electricity from solar PV rooftops by citizens. This initiative aims to provide opportunities for the public to generate their own electricity, which will help reduce long-term energy expenses, promote the use of clean energy, and decentralize electricity generation for greater flexibility.

  • Operation Model: Net Billing system
  • Total Procurement Target: 500 Megawatts (MW)
  • Sales Quota: Not exceeding 5 kilowatts (kW) per electricity meter
  • Purchase Price for Excess Electricity: 2.20 Baht per unit
  • Contract Period: 10 years
  • Scheduled Commercial Operation Date (SCOD): Within 2026 – 2027

The Energy Regulatory Commission (ERC) is conducting a public hearing for 15 days in order to issue regulations by June 2026. The hearing covers key issues including:

  • Electricity procurement targets
  • Duties and authorities of the distribution utilities related to electricity procurement
  • Qualifications of Very Small Power Producer (VSPP) applicants and VSPPs
  • Procedures and operational timeframes
