Soil and Groundwater Quality Assessment

Soil and groundwater pollution is one of the most critical environmental issues, particularly in areas with industrial operations. Industrial processes or factory activities can cause contamination by chemicals or hazardous waste, affecting the environment, public health, and ecosystem.

To address this issue, Thailand enacted the Ministerial Regulation on Control of Contamination in Soil and Groundwater within Factory Premises B.E. 2559, requiring certain factories to strictly monitor and control soil and groundwater quality.

Moreover, many factories and operators outside the scope of this regulation have voluntarily adopted proactive environmental management practices. They conduct Environmental Site Assessments (ESA) prior to purchase of a property, merge or exquisite a property or factory construction to evaluate and manage potential environmental risks that could affect their operations. This proactive approach not only demonstrates environmental responsibility but also helps mitigate future legal and financial risks — for example, when contamination is discovered after land purchase or site development, which could otherwise result in significant remediation costs under environmental law.

How we work

Soil and Groundwater Quality Assessment under Factory Regulation

GBP provides professional services for soil and groundwater quality assessment in compliance with the Ministerial Regulation on Control of Contamination in Soil and Groundwater within Factory Premises B.E. 2559 and the Notification of the Ministry of Industry on Contamination Criteria, Soil and Groundwater Quality Assessment, Data Reporting, and Preparation of Soil and Groundwater Quality Reports and Remediation Measures B.E. 2559.

Our services include:

Installation of Groundwater Monitoring Wells

A site survey is conducted to assess the area before installation. Monitoring wells are then installed in accordance with the technical criteria and procedures specified.

Soil and Groundwater Sampling and Laboratory Analysis

Soil and groundwater samples are collected within the project area and analyzed at a laboratory accredited by the Department of Industrial Works (DIW).

Preparation of Documentation

GBP prepares all required documentation for submission to the Department of Industrial Works, including factory information, sampling and monitoring well location maps (Annex 3), and soil and groundwater quality reports (Annex 4) as specified in the Ministerial Notification.
Additional reports, such as monitoring well installation and internal quality monitoring summaries, are also provided for the factory's reference and compliance recordkeeping.

Environmental Site Assessment (ESA)

GBP provides comprehensive Environmental Site Assessment (ESA) services based on international ASTM standards — ASTM E1527 for Phase I ESA and ASTM E1903 for Phase II ESA, depending on project scope and site conditions.

Phase I ESA
  • A site visit to observe current and past conditions and uses of the property and adjacent properties.
  • A review of historical records, such as historical aerial photographs and historical topographic maps.
  • Interviews with current and past property owners, operators, and occupants, or others related.
Phase II ESA
  • Installation of groundwater monitoring wells.
  • Drilling and environmental sample collection, including soil and groundwater samples.
  • Laboratory testing of soil and groundwater samples.
Phase III ESA
  • Identifying the extent of environmental contaminants found during the Phase II Environmental Site Assessment process.
  • Determining the amount of soil and groundwater impacted by environmental contaminants.
  • Develop and implement a Remedial Action Plan to remove environmental contaminants from the property.

  • Soil quality testing shall follow the Test Methods for Evaluating Solid Waste, Physical/Chemical Methods (SW-846) of the U.S. EPA or methods prescribed by ASTM International.
  • Groundwater quality testing shall follow the Standard Methods for the Examination of Water and Wastewater jointly established by APHA, AWWA, and WEF, or the SW-846 methods of the U.S. EPA.
Q: What actions must be taken if soil or groundwater contamination levels exceed the specified standards?
A: The factory must prepare and implement contamination control and mitigation measures in accordance with Annex 5 of the Notification of the Ministry of Industry on Contamination Criteria, Soil and Groundwater Quality Assessment, Data Reporting, and Preparation of Soil and Groundwater Quality Reports and Remediation Measures B.E. 2559.
