The Carbon Border Adjustment Mechanism (CBAM) of the European Union (EU) is a key policy instrument under the European Green Deal, designed to support the EU’s objective of achieving climate neutrality by 2050.

Transitional Period

CBAM entered its Transitional Period on 1 October 2023, requiring exporters of CBAM-covered goods to the EU to report greenhouse gas (GHG) emissions embedded in their goods. EU CBAM applies to certain goods covering six categories: cement, iron and steel, aluminum, fertilizers, electricity, and hydrogen.

1 January 2026
Definitive Phase

From 1 January 2026, CBAM entered the Definitive Phase, under which EU importers will declare the embedded emission and may be required purchase of CBAM Certificates. The price of the certificates will be calculated based on auction price of EU ETS allowances, as a quarterly average in 2026.

Frequently Asked Questions (FAQs)

Q: Is the calculation of embedded emissions under CBAM the same as the Carbon Footprint of Products (CFP)?
A: The underlying principles and data requirements are similar; however, CBAM has specific methodological rules, system boundaries, and calculation details that differ from CFP. Existing CFP data can partially support CBAM calculations, but adjustments may be required to fully comply with CBAM methodologies.
Q: Who is authorized to verify CBAM embedded emissions data in Thailand?
A: Under CBAM regulations, verifiers must be accredited by a National Accreditation Body within the EU. At present, no officially designated CBAM verifiers have been announced as of March 2026.
Q: What should be done if embedded emissions data cannot yet be calculated in accordance with CBAM requirements?
A: If verified actual emissions data are not available, EU importers must apply default values assigned to the country of origin, as specified under Commission Implementing Regulation (EU) 2025/2621.
