Public Hearing on the (Draft) Ministerial Regulation on Oil Storage Facilities (No. ..)

Key Background: Although the Ministerial Regulation on Oil Storage Facilities B.E. 2567 (2024) established rules, procedures, and conditions for operating oil storage facilities, it does not currently cover the installation of oil containers that are liftable and movable oil transport tanks. Technological advancements have brought such tanks into use, but the current regulation lacks criteria, methods, and conditions for their storage, usage, or any other related controls. Therefore, the (Draft) Ministerial Regulation on Oil Storage Facilities (No. ..) B.E. …. has been drafted to allow the use of such containers within oil storage facilities, providing clear legal requirements that align with international standards and suit current conditions.

Key Provisions:

  1. This Ministerial Regulation shall come into force after 180 days from the date of its publication in the Royal Gazette.
  2. Repeals the previous definition and establishes a new definition for “Oil Container Storage Building”.
  3. Adds new definitions for “Basement” and “Liftable and Movable Oil Transport Tank”.
  4. Adds criteria, procedures, and conditions for the storage, usage, or other related controls to allow liftable and movable oil transport tanks to be used within oil storage facility areas, along with engineering, safety, and other requirements updated to reflect current technology.
