Public Hearing on the Draft Ministerial Regulation on Oil Storage Facilities (No. ..), B.E. ….

Public Hearing Period: October 30 – November 28, 2026

Background:

Although the Ministerial Regulation on Oil Storage Facilities, B.E. 2567 (2024) sets forth rules, procedures, and conditions governing the operation of oil storage facilities, it does not yet cover the installation and placement of portable or liftable fuel transport containers. Today, technological advancements have led to the practical deployment of these mobile fuel containers. However, existing regulations lack the requisite criteria, operational procedures, and conditions for the storage, use, or safety controls necessary to permit their deployment within authorized oil storage premises. In addition, engineering and safety requirements must evolve in tandem with emerging technologies. Consequently, it is necessary to formulate the Draft Ministerial Regulation on Oil Storage Facilities (No. ..), B.E. …. to legally authorize and govern the deployment of such containers, as well as to ensure regulatory clarity, alignment with international standards, and suitability for current technical practices.

Key Substance:

Introduces supplementary provisions regarding external safety clearance distances for Category 3 Oil Storage Facilities for private/own use. These provisions establish mandatory setback distances from the boundaries of educational institutions, places of worship, medical facilities, or historical sites, scaled according to the total volume of petroleum stored on-site.
